To be eligible for Pioneer, you will be Economically Inactive (so not in work or training – more below) and face one or more of the following barriers:

  1. Have a disability or health condition as defined in the Equality Act 2010, or
  2. Satisfy the early access criteria:
  • Ex-offender (someone who has completed a custodial or community sentence) or offender (someone who is serving a community sentence)
  • Carer or ex-carer
  • Homeless person
  • Former member of His Majesty’s (HM) Armed Forces or member of the HM
  • Armed Forces reserves
  • Partner of current or former HM Armed Forces personnel
  • Person for whom a drug/alcohol dependency, including a history of, presents a significant barrier to employment
  • Care leaver
  • Refugee
  • Young person in a gang
  • Afghan Resettlers
  • Ukrainian Evacuees

What do we mean by Economically Inactive?

This means you’re not in work or training and will be in one of the following groups:

  • Universal Credit – Work Preparation
  • Universal Credit – Work Focused Interview Only
  • Universal Credit – No Work-Related Requirements
  • Universal Credit – Light Touch Out of Work
  • Universal Credit – Conditionality Unknown
  • Employment and Support Allowance (ESA)
  • Employment and Support Allowance Contributory (ESAC)
  • Incapacity Benefit (IB)
  • Income Support (IS)
  • Passport Incapacity Benefit (PIB)
  • Severe Disablement Allowance (SDA)
  • Training Allowance (TA)
  • Not in receipt of any “out of work” benefit.
